In my mind, the cartels have started spreading through the Amazon rainforest because that whole area is super hard to search through. So the law enforcers are less like to catch them in the middle of production. Also it proves to be a solid pathway to move the drugs to different locations by boats as most of the rivers there are unsupervised, so they are able to just sneak through and get to the destination easy. This is the answer from the Google AI: 'In 2026, criminal cartels have evolved into 'criminal multinationals' that dominate large sections of the Amazon rainforest through a diversified portfolio of environmental and drug-related crimes.'
